The West Indian manatee has no natural predator, yet it cannot survive long in water below roughly 68°F. That single physiological limit shaped a town.
Each winter, several hundred manatees leave the cooling Gulf of Mexico and crowd into Kings Bay, where more than 70 vents release around 600 million gallons of 72°F groundwater a day. Legal protection arrived late. The Marine Mammal Protection Act of 1972 and the Florida Manatee Sanctuary Act of 1978 made harassment an offence under federal and state law. Crystal River National Wildlife Refuge followed in 1983, the only refuge in the United States created specifically to protect manatee habitat. Three Sisters Springs, the clearest spring cluster in Kings Bay, stayed in private hands until 2010, when the U.S. Fish and Wildlife Service, the Southwest Florida Water Management District, Citrus County and the City of Crystal River bought the 57-acre parcel together for about $10.5 million. Roped winter sanctuaries now close whole sections of the bay to swimmers.
Crystal River is the only place in the United States where in-water contact with wild manatees remains lawful, and the governing principle is passive observation. Snorkelers float; they do not chase, dive down, ride, or touch an animal with two hands. Operators must brief every guest before entry, and refuge officers patrol Kings Bay throughout the season. The springs reward attention on their own terms. Three Sisters — known locally as Pretty Sister, Deep Sister and Little Sister — rise through white limestone sand in visible boils, the water holding a clarity that turns swimmers into silhouettes from the boardwalk above. Eelgrass beds feed the herd. Mullet, sheepshead and the occasional alligator gar move through the same channels. In 2017 the species was reclassified from endangered to threatened, a decision still argued over by biologists who watch seagrass losses further south.
